Political scientist Andrew Monaghan explains Russian thinking on fighting war and the threat it poses to international order.

Monaghan draws on extensive Russian sources to explain the country’s thinking on 21st-century blitzkrieg, its understanding of holistic territorial defence and how it manages the shifting balance between offence and defence. Monaghan says that while many commentators have described Russian strategy as hybrid warfare, characterised by measures short of war such as cyberattacks and disinformation campaigns, the Ukraine war has shown that armed violence remains a key element of Russian power.

Monaghan is director of AM Landmark Research Ltd, a global fellow at the Wilson Center’s Kennan Institute in Washington DC, a senior associate fellow at the Royal United Services Institute in London and a senior associate fellow at the NATO Defence College in Rome. His previous books include The New Politics of Russia and Dealing with the Russians.
